To save the small country of Fridonia from bankruptcy, the wealthy widow Mrs. Tisdale agrees to donate $20 million toward that end. But only on the condition that Rufus T. Firefly, who is pursuing her, becomes the country’s leader. Firefly—a cynical and brash dictator—provokes the ambassador from neighboring Sylvania, and war breaks out between the two countries.
